Cabinet approves spectrum policy change

Cabinet has approved the changes to the spectrum policy that removes the requirements to license the wireless open-access network (Woan).

In November, the Independent Communications Authority of South Africa (Icasa) temporarily suspended the licensing timetable for the release of the Woan spectrum.

Reviewing the licensing timelines, the authority said that the suspension is to allow the high-demand spectrum permanent licensing consultation process to be completed and enable Icasa to “interrogate the impact of the outcomes on the licensing of the Woan.”

The now approved amended policy on high-demand spectrum and the policy direction on the licensing of a Woan will be published for public comment in due course.

Cabinet had in 2019 approved the initial policy on high-demand spectrum and the policy direction on the licensing of a Woan to give effect to the Electronic Communications Act.

The licensing of high-demand spectrum remains critical to the country’s economic recovery drive.

The spectrum is expected to contribute to economic transformation in the various sectors and the proceeds of the auction will inject over R8-billion into the national fiscus, while leading to the improvement of the ability of mobile telecommunications operators to build robust telecommunications with greater penetration and reach.
